Are 700c tires compatible with a wheelset that had 27 ¼” tires?

No, but there are still plenty of options for 27" tires.
27" wheeled frame can take 700c wheels, brake calipers may need to be replaced with long-reach models.
700c wheeled frames may or may not work with 27"s.
Difference between 27" and 700c wheels = 4mm in diameter.
27" wheeled frame can take 700c wheels, brake calipers may need to be replaced with long-reach models. If you can move your brake pads down 4mm, you don't need drop bolts or new calipers.
700c wheeled frames may or may not work with 27"s. You may be able to use 27x1" tires, but not 27x1-1/4".
Difference between 27" and 700c wheels = 4mm in diameter. The radius of the rim differs by 4mm; the diameter differs by 8mm.

They maybe can work....If they are centerpulls yes....sidepulls? It can be done easily for $
