I was offered a 1999 Univega Alpina. I am not sure if it is a 500, 600, 700, but it is only $100. It has no front suspension, and needs a back tire. The current owner told me that it needs some tuning up and TLC. I wasn't sure if this is a good deal or not, it seems it since MSRP for this bike is between $450 and $800. Also, does anyone know of forks with suspension that I can get for under $300? Does anyone know a good back tire for single track and just general mountain biking?

Honestly I would stay away from it. By the time you buy it ($100), buy a back tire ($25), get a tune up ($50), buy a fork ($300) you could have already purchased a nice new $500 bike with more updated components and a warranty.
