Here in Madison, the only time I do this if I have a lane, aka Bike/parking/bus lane, or when this lane ends by turning right then I do stop on the right side of the cars. Example if you biking/driving on Park St. there is a bike/parking lane, it ends at the light FitchHach Dr. and Park St., by turing on FitchHach Dr., I keep strait and then it starts up again after the lights. Otherwise a long line (where you can bike) is 7 cars max. So just work on your track standing.
