Just came across a bike that is said to need "the rear brakes to be adjusted"... is that something I can do on my own for a cheap DIY? Any input would be helpful.

We get this at the shop frequently. Sometimes it truly is a simple adjustment. Often, it entails a substantial truing or replacement of the wheel, a brake assembly missing parts, etc. It's impossible to determine the degree of difficulty via the outernet and something I would highly suggest you examine closely prior to doing anything about the bike. If in doubt, run it to a shop and have them tell you exactly what it needs.
