I picked up a partially complete Winsor frame yesterday. Pretty good components, on a fairly heavy frame. Date on the SR Apex crank is '77, dropouts are Suntour. Neat looking chrome lugs, but not Cinelli-like like the Mexican Winsors. Did/when did Winsor production move to Japan?
I picked up a silver one a while back, with chrome lugs like yours. Mine was made in Mexico, and indeed the bars were marked thusly - "Hencho en Mexico" Nice bike with good component group, but too small for me so I moved it along.

Also Mexican, just not the "Professional" model. Looks like a Carerra Sport from late '70s... My mom had the mixte version, I had (& still have) a Pro.
I concur with TheOtherGuy. It's Mexican manufacture and likely one of the Carrera models.
