i just installed a front brake on my fixie and i can get it to tighten but not to release. and when it tightens it doesnt tighten fast enough or strong enough to really stop the wheel.

Often such a situation is addressed with lubrication.

Disconnect the cable at the brake end. Now operate the hand control and see if the cable is binding or operating freely. Check to see if the caliper (assuming you have a caliper type) and see if it opens and closes easily. Now you will have isolated the problem to either the lever/cable assembly or the caliper itself. It's likely going to be on the lever/cable side - you may have a kink in the cable or, more likely, the cable just needs to be lubricated. It should be pretty obvious. If the caliper itself is sticking, a little cleaning and lubricating should do the trick. Hope this helps.

I had the same problem with my fixie- and consider this: I was using an old 105 caliper (dual pivot).
What was happening was that the inner caliper had somehow loosened, and as it flopped around, it rubbed in such a way that the spring wouldn't return it. I completely disassembled it (with the Park Tool website open in firefox) readjusted everything (my cone wrenches worked perfectly for the job) and it is better than new.
What type of caliper and lever are you using?
