Touring - Riding on I-5?

Was driving home from Ashland, OR, going over Mt. Ashland, along I-5 and at the top of the mountain saw 2 tourers riding along. Are you allowed to bike along I-5?

Yes, bikers are allowed on many sections of I-5 that are outside of cities.

In Oregon riding on the interstate freeways is permitted when there is no reasonable alternate route. Going through major cities such as Eugene and Portland alternate routes are available.
I live in Washington state, where riding on the interstate is permitted unless otherwise posted. I have yet to find an interstate where bicycles are prohibited. I commute to work regularly from Vancouver, Washington to Portland International Airport on I-205. I also ride up the Columbia River gorge on I-84 in Oregon. The acid test: I've passed state troopers in the midst of a traffic stop in both states without any notice at all.
