Heya, I recently was forced to take the rear reflecter off of my bicycle since I put in a seatpost bag. I was wondering about the legality of this? I have never rode before 11:00am and never after the sun even starts to set.

I don't know about Washington (state or DC?) but here is what is required in Georgia. I'm sure most states (if not all) have similar laws.

I left the reflector (under the seat bag) and the dorky spoke reflectors on my commuter because I sometimes ride at night.
My road bike has no reflectors.

It is a fedral CPSC that all bike be equipped with a red rear reflector along with a white front and white wheel reflectors. Unless your that dim snob that calls them deflectors.

How about attaching the reflector to your seat post bag? It is my understanding that you need the rear reflector on in WA State during periods of low visibility ie before dawn/dusk, fog, tunnels, etc.... I am not sure about the "front reflector".

Damn,wish I was at work,I've got this in my favs there. Well,after much Googling,here are the DC bike regs:

Per the regs,you only need the reflectors at night.

Tell that to Kona. My Dew Deluxe only came with wheel reflectors;no front or rear ones. They also don't show them in the pics on their site.
