I got a new bike and kept my old one as a beater. It's looking kinda Frankenstein (e.g., bad paint, lots of electrical tape, brass nuts in place of allen bolts) so I thought I would enhance that look. Any tips? :D
Thats really a personal voyage 'lobserve'. Look at the bike, reflect on it and create a finished product in your minds eye. Take off everything that's not in that image and add what you need to get it there.
I find custom bike creation a zen like adventure.

A nice paint job can do a lot for a beater. :)

If I'm understanding you, you'd like to emphasize the rough appearance of the bike? That's cool. Ghetto, but with style.
Maybe you can pick up some ideas from this motorcycle site: http://ratbike.org/
Ratbikes (and ratrods, for that matter) are interesting to look at. They seem to fall into two basic categories:
Cool Frankenstein machines with real jackleg engineering,
or
Gookwagons that are just a bunch of random parts and novelty crap that's thrown together.
I really like this kind of work done on beater bikes. Provokes ideas.
