This is a 1920's Circus Bicycle, to operate it you just move your weight up and down on the seat which in turn drives the rear wheel
neat find. skidding would be difficult though.

Funny, my uncle had a bike like that. I haven't talked to him in some time. Last I heard he was allluding law enforcement by traveling about and doing shows for children.
