i've decided it's time to upgrade my XC ride. so i bought a frame from eBay, and now I need to find specs on various parts of the frame, specifically head tube length and bottom bracket dimensions. i have checked the manufacturer's website, to no avail.

is there another website where i might find this info?

What frame did you get? And you can just measure the head tube length and BB width with calipers/tape measurer.

i bought an '05 haro v4 frame. was trying to get the specs sooner than getting the frame, so i could start getting hands on the rest of the parts...

Call Haro tech support, they should be able to give you the specs.
