Advocacy & Safety - Ran off the road

Today while riding my bike two odd things happened. First I saw a lady holding a dog while another large dog was jumping on her trying to get to the dog she was holding. I stopped to help chase the big dog back to his house while the lady took her smaller dog home. I thought to myself; what comes around goes around so now I must be in for some good luck.
Later on the same ride I was traveling east bound on a residential street when I looked up and saw this car (which was traveling west bound) purposely swerve all the way onto my side of the street. I swerved into the gutter and tried to stop. I could not stop fast enough so I put my feet down and this caused me to go head-over-heels. This car passed withing 1 foot of me. This is no exaggeration. After I crashed I got the license plate number (someone on bikeforums one time said they memorize license plate numbers while they ride and so I started doing this just in case something like this happened, so "thanks" to however that was). I also got a good description of the car, it was an old beat up Oldsmobile.
I called the police, they told me that person lived nearby, I just got off the phone with the police and the person who owned the car and said they sold it. *****!! This Son of a (pregnant female dog) is going to get away with this. The one time I remember to get a license number and the a$$hole still gets away. AAAGGGGGHHHH I AM SO FREAKING MAD!!!!

In California, the law says that the seller has 5 days to file the proper forms with the DMV. Keep an eye on that address, and see if the car is there. If not, make sure you have the complaint filed as an "Assault", and push them to go after the "previous owner". They probably won't do anything, but I believe it's free to notify the IRS that someone at that address sold a vehicle. The way the IRS is going after the "little guy", maybe it would have an effect.

If the car is registered to the local guy, he should still be on the hook. If he says he sold the car, the police should have asked for a proof of sale and the info on who he sold it to.
You need to keep after the police to do their job. If you let it drop, they won't pursue it. Make a fuss or you lose.

What if they did not give me the address of the seller?

The police have to give you a copy, if you ask, of the police report of the incident. The info of both parties involved have to be on that report. If you file any insurance claim as a result of the incident, then they would be required to give your insurance company a copy of the report. Since you went down, it's a traffic accident. File an accident report and you can get the info.
If the police still refuse, check on filing and accident report with the DMV.

Although it doesn't meet the requirements, they still might take the report.

If you have even a scratch from road rash, then you can file this report. Be truthful, don't embellish, and find out if you can get a copy with the info of both parties on it.
