This summer I've been riding with an Arkel seat bag. (http://www.arkel-od.com/panniers/seat_bag/overview.asp?fl=1&site=) It is a wrap around a waterproof bag that you can quickly grab and take with you when you get off the bike. I find that it's really handy for taking my cash, cell phone, plus whatever with me when I get off the bike for a few moments. Plus the customer service with the company is really good.

That bag looks interesting. It got me thinking that I could just get a larger size wedge bag, and put a fanny pack in it. Or, I could get rack. Or, I found a handlebar fanny pack made by Topeak. (TT3016B). The bracket for the Topeak bag also has a place to attach their cell phone holder.

Sorry I know you stated "under saddle" but I was looking at the topeak site and found this handlebar bag which might be ok for whatever your intended use is.

I noticed that Topeak handlebar bag too. Obviously I could wear a fanny pack while riding, it is just more comfortable for me not to. I was looking for a bag to carry a cell phone, wallet, keys, and a small digital camera. The Topeak bag might be perfect.
