complete as in frame and fork? or complete as in the whole bike?
I would grab it either way - unless it is trashed

That's probably a fair price. I just got one on Thursday for $200 w/ fork and (junk) headset. There's a lot of track stuff available for fairly cheap in Portland, though, so that may not be a good indication of its value.
I'd say if you like the frame and it's in good shape and the right size for you, get it.
just frame and fork..perfect condition but a bit small...nothing a longer stem and seatpost cant fix

I've had a gtb for a while now, and I like it. Some thoughts:
-250 sounds like a decent price, how much is that aluminum IRO frame?
-The frame has kind of weird geometry. The top tube slopes down from the seat post to the headset, but it's hard to get your handlebars really low. It's as if the top tube is up really high. I remember some guys got them one size small so they could get the handlebars low for track racing.
-the steel fork that came stock was kind of flexy - I replaced mine with carbon to make it lighter, stiffer. It takes a 1-inch headset.
-I ended up gradually replacing every last stock part on the bike, so buying just the frameset is a good idea.
-The aluminum rear fork tips are soft, and get chewed up by even the best hubs. Use big steel washers on the inside to prevent this.
hmm....thanks for those pointers dude...really helpful
ive already got a bike i love....this is just sort os an investment that i would build up parts for as they came my way...who knows....i dont think it is going anywhere

I've got one, had it for while now and it just sits. I guess I just prefer traditional track geometry, e.i. equal TT and ST, or shorter TT. This makes for nimble handling at speed and a bit more demanding of attention. With a ST (C-C) length 2cm shorter than the TT (C-C) the GTB leans closer to road geometry.
Not to mention the attractive yet ass-punishing triple triangle. Speaking of which, the 7005 aluminum (GT Pulse-Infinity) frame made in Taiwan is bit heavy. The large welds, especially on mine, look like putty. Having said that, on a track surface, the stiff GTB works fine (save for handling) as weight becomes less of an issue.
But hey, that's just my "steel" mentality - nothing more.
BTW----For 250 clams, IMHO you can't go wrong.
