Problem is you see this most on heavily travelled MUPS/bike lanes with noob riders. They don't hear bells or yells that you are going to pass them. Accidents ensue. The article writer is wrong.
Yeah on lightly travelled roads in the country this might not be a problem, but they still can't hear you. Someone needs to sticky this debate as well.

Why not define "noob riders"? Is it good or bad or what? If bad, how does one change his/her ways to fit the un -noob profile? And why should any cyclist care if you think he/she is a noob or not?
The whole "are you going to ban deaf people from bikes" argument is stupid, too. It's not just environmental sounds being blocked out, it's that combined with the distraction of the tunes that's the problem, IMO.
I used to ride with earbuds, but this is better!
