Can all threadless be rotated to change the rise, or only if specified? Is there any reason why they couldn't be?

Thanks.

In theory, yes, but the ones with -17* degree rise will look real goofy, especially if they have a single bolt clamp that will end up in the wrong orientation.Common sense rules!
