Cable discs would be cheaper, but I don't ever want to have to deal with frozen cables. Are frozen cables even something I should be concerned with? I'll be riding in Maine.

I had frozen cables once due to poor maintenance. If you keep them clean and lube up they will work fine.
As with any disc in winter. I love them for sloppy winter riding, just be careful don't apply much pressure in snowy and icy conditions.
My hydros have been great last year no fuss.
