Track Cycling - junior track frames

Bikeforums.net is a forum about nothing but bikes. Our community can help you find information about hard-to-find and localized information like bicycle tours, specialties like where in your area to have your recumbent bike serviced, or what are the best bicycle tires and seats for the activities you use your bike for.
in my constant quest for a junior-sized track frame, i am reaching extreme exasperation: just where the hel)) do all the young'uns get their frames? do they all just ride real big until they fit properly? is my only hope going custom (which i cannot afford at the moment..)?
if anyone knows more please advise and/or add your comments here:

I see you have the Louise Garneaus listed on your other site. Those are the ones I was going to suggest. A couple of donated rentals just showed up at our track and the 650 wheels make a lot of sense on the 43cm frames. The 'bars seemed a bit deep for the young girl that we fitted last week.
The reach of the whole bike was about 1.5" less than the smallest Fuji 100s that we have and the Garneau looked a much better fit for the girl in question.
