I made the ride a few years ago but not as a commute. A friend had a cue sheet. Part of the route was being turned into a sprawl development and we had to carry our bikes across a stream using the beams on a partially completed bridge. It doesn't take all day. Take heart, there was a fairly safe route in the late 90s so there may be one still. I'd call the WABA office and ask for one of their volunteer commuter mentors.

Good general info site is http://bikewashington.org/

The Annapolis / DC routes are
http://bikewashington.org/routes/greentobay/index.htm
and http://bikewashington.org/routes/chesapeake/index.htm

Once inside the Beltway it depends on where in DC you are going.

If you post your desitnation, someone might be able to figure out a way to get there.

PS I haven't tried these routes so I can't vouch for them.

No but there's a guy that does this route. He uses the bus/bike combo at times. There was a short article about him in last months Spoke Mag(June). Try to dig it up and contact him. I have ridden it but not on the commute. It was the third leg of a century ride last fall...DC to Bmore to Annapolis t DC. I only followed so can't help. But I will say it was the most crowded of the 3 legs for that ride.

MD Rt-450 from the City Dock to and thru Bowie and beyond the Capitol Beltway to a left turn on Rt-202 and then another left on Rt-1 will take you right to the White House. 32 miles one way. Concealed weapon is optional.
