Will try to help you. You are correct in that this is a rear wheel lock that is common on European bikes. I recollect that they used to have a key to unlock them. However, looking at your pictures, especially the next to last one, seems to indicate to me a combination set up with 5 or 6 push in squares. I think that your best bet would be to borrow a pair of bolt cutters and cut it apart where it locks through the wheel. Then remove it where the lock mechanism bolts into the seat stays of the frame, where a rear caliper brake usually would be.

can't say for sure, but it looks as though it's a 'block' type lock, similar to the little 3 to 7 ring locks they sell attached to a chain.
if the 6 lever looking things are toggles, try moving the shackle while watching the toggles, if you see them move, it is the blocker type, and by keeping pressure on the shackle, (opposite the way it closes) and playing with the toggles, you can normally find a spot where the toggle will slip to one side, keep doing that for each toggle and you should soon have the combination. no gaurentee but it's worth trying looks as though there is a reset lever on the side, which may make it a little longer to figure out.
be a shame to ruin it without trying other means to open it, it looks like it would be a great little 'store run' lock, enough of a deterrent to keep casual thieves away, which is what most bike thefts are, but easy to use so it'll be used more often.
