Was this year the first year that they made them mandatory? I recall them being worn the last few years but not for the entire tour.

They've been mandatory for a few years now for all UCI races.
Someone else can provide the exact year.

After 2003. The helmets were never required until the tragic death of Andrei Kivilev during Paris Nice. The first year - there was a special rule that stated it was permissiable to remove them on a uphill finish at the start of the climb.
Another is that aerohelmts for TT and TTT stages were not required to pass standardlized safety tests.
In 2004 - the TT and TTT helmets were required to conform with safety standards. I'm not sure if it is ok to remove helmets anymore because I've never seen it.
I believe that 2005 was the first year that wearing a helmet was mandatory 100% of the time. In the previous couple of years, you could remove your helmet for a climbing finish.
2005 was the first year to make helmets in use 100%. Axel Merckx got kicked out of a spring classic for removing his helmet this year.
Good thing too, because a rider crashed and hit his head hard enough to get a concussion with a helmet this year at the TDF in a climbing section. The 05 rule likely saved his life.
