When you are pulling a trailer with your tandem and you want some extra storage area, would you use panniers on the front or the back of the tandem?

I have no practical experience in this matter. Having said that, I'd use low panniers on the front if, after reviewing everything that could be thrown out of the trailer still needed more room.

If you already have a trailer hooked up the best place to add weight is the trailer. Maybe you need a bigger trailer?

I've toured on our tandem using a trailer with front/rear and just front panniers, and I couldn't detect any difference in handling. With such a long wheelbase, weight distribution is not nearly as important as on a single bike.

Some people have a handling issue with front panniers while doing a slo-speed climb on a tandem.
Presuming that your trailer isn't for your child and just for clothes etc. Try leaving the hair drier, kitchen sink, jeans etc at home.
We've just managed a 6 week tour carrying all our gear for cooking and camping using front and rear Ortleib panniers as well as their Rack Pack and medium handlebar bag.
If you have more space you will fill it.
