I don't speak for anyone but myself, but I'm guessing that before any mod/admin considers your sub-forum or sticky idea--they're gonna want to see some traffic/hits/posts warranting it
start a thread, and keep it active/current and get people interested, put a link to the thread in your sig, etc, etc, etc... be creative, get a regular group of people contributing
