Yesterday on my ride back home I saw a guy riding with pedals that seemed to be independant from one another...
He could stop pedaling with one leg, and pedal with only one leg. Then start again with the other one to (I guess) rest the other leg.

ok, so this thing's main function it seems is to improve the pull on the upstoke and develop better muscles on the back of the leg?

Basically it forces you one legged pedal both legs, all the time. I can see how that would make you a massively strong cyclist.
