just add the tube material thickness twice the the ID to get the OD

Nice one. I didn't think of that.
Here's one way: Take some string, wrap it around the seatube, measure cirumference. Divide by 3.14 to get diameter.
Or find/buy/borrow a caliper.
Taking it to a LBS would also be very easy.
