That shouldnt be a hard desicion. If your canadian definitly go for Norco. You can get yourself a nice hardtail or dual suspension bike that will last long and take the abuse. Im canadian and just bought a Norco 2002 Wolverine and it works super well.

Kona Stuff is close and tough. You live in BC and that can be handy to have. Other Kona's range from 400$ up depending on fit. Norco is the next best (or best depending on opinion) and they have bikes in that range too.

For 700$ you won't find a nice full suspension period. At least not one that will last in BC. Save up and try to spend more. OR buy a good frame and steal all the parts off of your old bike. If you buy a regular fs bike for that price you will be sorely dissapointed.
