Bicycle Mechanics - adjusting vee brakes w/no spring arms???

I don't know what these are called, vee brakes I assume. I need to find a good site on how to adjust these types of vee brakes. They have no inner wire that holds the tension. They are on a very low end bike, a Schwinn Frtontier I believe. I was told the bike was purchased at a bike store but it has since closed. I think they sold Trek and Schwinn, not that it matters. This is for a friends wife, it is the front brake and right now it's innoperable. I can't seem to get both arms to move at the same time. Help if you can.

The rabit with the pancake on head factor is medium to high in this case, but in any event:

--Try parktool.com for basic reapir walk-throughs

--When you take your brakes off the frame, do they have a little springy jawn sticking out the back? If so, put it in one of the holes on the fork brake mount. Make sure both sides are going in the same place.

--If it doesn't have this thing, it should have wrench flats to adjust spring tension. Adjust them.

--If it has neither, find an old 10speed in the trash and take its crappy old caliper brake to install on your bike

Wait--maybe they USED TO have the spring, but no longer do? In that case, you'd be SOL

okay, we will try again, it is not MY bike for starters. second, they look like vee brakes, they are tektro and no the lever was not and according to the owner, were never on the arms. i've looked at park tool briefly but since the bike is not in my possesion i was unable to really check things out. they are quite possibly the lowest end vees tektro makes. i guess i'll try sheldon since no one has any ideas. i am supposed to fix these stupid things this weekend so she can ride.
