I found this picture on his website, and by looking at the jersey, it appears to be from 1990.
What is this odd contraption? How did this come about?
Does anyone know any info (any links to websites maybe?) on what type of bike this is or anything?

I believe UCI mad a rule change that all bikes must have some type of seat tube a few years ago.

hmm, actually, that pic might be from the first time trial of the 95 Tour, a day after Indurain and Bruyneel escaped on the "Liege" type stage.
i think a similar version of it was used in later years by Abraham Olano...
it might even be similar to the pinarello Bjarne Riis threw into the grass at the 97 Tour, LOL :)
