Or maybe because he really is mentally ill. More likely, he was drunk (which is an aggravating factor, not an excuse).
I like how it's one little newsbit among things like "3600 without power". WTF?
I noticed below the bit about 3600 without power was a couple articles about an intruder's death and a police involved shooting. Hope the psycho that ran over the cyclist gets sent away for a long time.

I'm assuming they meant he took off his shirt. It may have been distinctive in color or design and he didn't want to be recognised. I've seen bad guys do this on the show COPS.
