I assume by pavement they mean sidewalk. In this case the cyclists in question certainly sound like inconsiderate idiots. Couldn't have put it better myself.

Sounds like a good place to regularly carry a 2 foot piece of broomstick. Everyone starts carrying those and jamming them into spokes, maybe people will get back on the road where they are supposed to be.

If someone's coming that close, at least hooking their handlebar might be in order. "Oops! Gee, sorry about that."

Strange detail: snared in the wheels and dragged 20 feet. How is that possible? If he was stuck in the front wheel, the front wheel would lock up and the bike would crash. If he was stuck in the rear wheel, the rear wheel would lock up and the bike would stop. How was the bike able to continue traveling 20 yards while dragging a 2-year-old child?

Standing in front of his own house. Most likely with mom or dad watching him from the steps. Which is more than safe unless you have some a** on an electric bike on the walk. Note also there is a very good chance that this would be a row setup with no driveways so no reason to worry on htat count.
