Only members with upgraded accounts can create threads in the Classifieds: http://www.bikeforums.net/showthread.php?t=97949

The Classifieds are the only place where members may buy, sell, or trade their products. Anyone who tries to sell outside the Classifieds who is not a member with an upgraded account will find their thread deleted.
Hopefully, this gives you an idea of how the forum works.
