I recently read that water in our cells is actually derived from the metabolism of fats, and that the water we drink is mostly eliminated by ones kidneys. It also states that if one is suffering from dry skin, water will do nothing for hydrating the skin. I am not really sure what to think of this. I tried to find info on the metabolism of fats, but I could find nothing that indicated that a by product of fat metabolism, is water.

I understand that one needs fats to help keep the skin moisturized, but the part I am confused about is that the statement indicates that; our cells water supply is mainly derived from fats.

I remember from Biology (be nice, it was thousands of years ago) that the chemical reaction that burns fat as energy requires water. But I've never heard that water was created by burning fat.
