You can be certain that if I ever become a millionaire, I still won't own a car - but I'll have a HUGE bicycle fleet! (Not a collection, mind you - they'll all be for riding!)

I don't know if he is allowed to ride a bicycle. Those contracts prohibit riding a motocycle so it's possible it also includes a bicycle. You notice he walks everywhere but doesn't use a bicycle.
