I'm going to have some 26" wheels built up for a a 26" cruiser with a either a Sovos or Suzue flip flop hub and I don't really know much about 26" wheels so I was wondering if someone can recommend a 26" rim. I'm going to be using them with 2.1" Moby Bites if that matters. If they are light that would be great but I'm probably going to go pretty cheap so some sort of strong/light/cheap (I know pick 2) compromise would be great.

CR18 is probably fine. Those are cheap hubs which is probably fine for a cruiser, the CR18 is a cheap rim.
If you were actually looking at using it offroad, I wouldn't go CR18 as I hear complaints about the 26" version.

i built this wheel for my MTB - which I ran fixed:
> Velocity flip/flop, with
> Velocity Aeroheat and DT Champion Spokes, and
> Specialized Nimbus 1.5"
I rode it about 45-50km everyday and it stayed true.
cheers
