I have 27 inch tires on my bike, and was thinking about upgrading to 700Cs, but i wasn't sure if my brakes would reach. How much bigger/smaller are 700Cs? I heard they weren't 700mm

The bead-seat diameter of the two sizes should give you something to gauge by: 700C has a 622mm bead-seat diameter, while 27" has a 630mm bsd.
This is the diameter of the part of the rim where your tires' beads go. As you can see, your brake pads will need to be lowered 4mm to reach a 700C rim. See if your brakes have the available reach. I'm sure there will be a chorus of people saying it's not a wise path to tread (upgrading a bike made for 27" wheels) and they are probably right, but it's your call.

I did it about 15 years ago with my old Fuji, worked perfectly, still going strong.
