Singlespeed & Fixed Gear - old dura hub stamp

i got a pair of old dura ace high flange track hubs 28h (obviously non-njs), but they came with a cog and lockring. now on the lockring there is unsually an njs stamp, but on this old one "BIA" is stamped into the cog and lockring. does anyone know what this means?

it is the old keirin stamp before the changing to NJS.
