The cheapest way would be to change the tires and run it as is. Hutchison makes a nice 26X1.3 cross tire, I got a set for $70 from web cyclery:

A rigid fork, I got a Surly for $50:

From there you can change the bars, brakes ect. All depends is the bike gonna be used for Mtn and cross and what other use, what brakes now?

exactley stated above. Get some cross tires,get a new fork, and possible new brakes that can take that type of tire without gunking up under the brake really easily.
