since the BB7 uses the same pad as juicies, is the juicy rotor compatible with BB7's?

I think most rotors are compatible with most brakes.

Disc calipers don't care what brand of rotor they clamp so long as they're the right diameter for the adapter you have. Disc rotors are all nominally 2mm thick at the braking surface.

Are there any exceptions in the big brands (for example, Avid, Hope, Hayes, etc) or is it generally the lower end rotors that have a different thickness?

Not that I've seen. Even the $17 Aztec rotors (excellent if you need a cheap replacement) are the same width.
