Years ago I bought one for my girlfriend at Restoration Hardware and the attaching 'hardware' was 3 leather straps. Works great, no scratching and no tools required!

If you're convinced you want wicker, there's 3 sizes of 'cynthia twigs' wicker baskets at www.lexcobike.com/adbasket.htm I'm partial to Wald deliveryman front baskets myself because of the much greater capacity.
Those Biria front baskets made by Topeak at the bottom of the page look like the ultimate high tech version of the wicker basket.

...the attaching 'hardware' was 3 leather straps. --- Yeah, I had a wicker basket on a 1950's Hercules. It used three 3/4-inch leather straps with belt buckle style fasteners. They attached one on each side of the handlebar stem and one laterally around the stem itself. Lasted forever.

I looked in the catalog, the one at BikeNashbar looks like it has a quick fit bracket similar to the handlebar bag system at the bottom of the lexcobike page. Easy to pop the basket on and off the bike.
