I've decided that I want to start racing. I've got the bike and the strong legs, but what do I do next? How do I find races in the Boston area? What lisenses do I need?

u need a uscf license, but you can buy a 1-day license if you want. there are many races in the boston/mass area. next weekend there is a verge series race in gloucester on sat and sun. its a GREAT race. lots of racers, lots of spectators...www.gloucestercross.com
and this year nationals are in providence!
I think you can still buy a USCF license for $30, which is good until the end of December.
You can buy a 2006 USCF license starting today that is good from 11/1/2005 through 12/31/2006.
The license is $60 (at least that's how much mine cost at usacycling.org)
