like goretex or something, dedicated bike gear and not too pricy :)
i dont know about "dedicated" but i picked up some pacific trail water proof pants from a local hiking/camping store for 60 and a columbia rain jacket at Dick's Sporting Goods that was 80 i think?
had their first test today, definatly passed. just gotta figure out how to keep my feet from getting soaked now and i'll be set (i'll probably settle for just changing shoes/socks)

This (http://tinyurl.com/9qxug) jacket in the "Coal" is super great. That ugly butt flap rolls inside a pouch in the back and the reflective tape is almost the same color as the jacket. If you actually live in Canada and have access to one of the stores and have an interest in knowing where the security tag is hidden on this jacket pm me and I'll let you know.

Most outdoorsy companies (north face, marmot, mountain hardwear) have an in-house gore-tex-esque material they use for their lower end waterproof jackets and pants. Still not 'cheap'
I am suprised that the military ***** posted above is that cheap and has gore tex in it, really.

Goretex was designed for the military, after all.
REI makes some decently priced bike-specific raingear.
I reccomend going the camping/outdoor gear store and buying some rain gear there. More selection, better prices, etc.
Land's End has a surprisingly nice $99 dollar Gore-Tex jacket. Got it just in time for those crazy rain soaks a week or two back, works great. Only consideration is it might be worth getting one of the "long" versions, they are cut for walking, not bending over on the bike, has enough coverage, but an extra inch on the back might be nice. At that price for Gore-tex I'm not complaining. The military stuff above is insanely cheap though, might get a pair of those pants.
Also worth checking out are is the cycling gear that Gore themselves make. A jacket for about $150. Haven't tried one out, but its a good price compared to what "outdoors" companies charge for the tex.

i got some columbia rain pants for $30 at a local camping store. they are meant to put on over something else. they are really water proof, not very breathable. which is fine with me.
for the shoes, i went to farm&fleet and bought rubber overshoes and cut out holes for my cleats.
i added stirrups to the pants to keep them from riding up my leg and so there is kind of a seal between the pants and the shoes. between the pants and the shoes, my hind jacket, and my mess bag, i've been in the rain for a solid hour or so and been completely warm and dry (except for my hair).
Make sure that they breathe and have good mobility. I have some Frogg Toggs, that I wear in the rain, and they keep so much heat inside, that I end up wetter than if I hadn't worn them at all. I've looked at getting some waterproof shoe covers, but wondered if they'd make my feet sweat after a while.

yea, why i said goretex. i have that clear plastic rain jacket with the velcro fastener for emergencies which held me down during the soak a few weeks back, but that thing doesn't breathe worth a damn. also said i wanted bike gear cause the butt flap is needed and tighter pants are a help.
sayin all that, that army stuff looks hella good and it's my kinda price too

goretex also causes cancer.
spring for filson (www.filson.com) oiled tin cloth.
its worth the extra money in the long run. anything made from synthetic waterproof stuff is ultimately disposable. you can buy eight pairs of plastic pants in your life, or one pair of filson pants.
remember, buy it nice or buy it twice.
also, for feet, if you don't mind using platform pedals, get some redwing shoes. i've ridden through a full day of rain with dry feet.
plus, made in USA, workers rights, blah blah blah

I have found some great stuff at REI used gear sales.
They're these sales that REI does where they sell all the stuff that has been returned. But REI has a 100% return policy, so people will return things for no reason at all or because there is a tiny rip in one of the 15 pockets. The tags will tell you why the item was returned too so it's not a mystery! There are also some things with larger problems but still work. I got a waterproof jacket with about a 2.5 inch tear on the armpit for $10. Then I just taped it closed on the inside with electric tape.

Here's how to find out when the sales are...
http://www.rei.com/stores/index.jsp
Find your store, then click on the little events link and there should be a used gear sale link there.

I beg to differ.
My Filson hat was soo ratty after 12 years of daily use that I had to buy a new one.
I also have a Burbury coat with the biggest ykk zipper I have ever seen and a waterproof inner 'game pocket designed to carry a brace of quail'. :p

the military gear is cheap because this country effing underpays all of its soldiers and forces them to buy their own gear. therefore they need this cheap stuff.
regarding waterproof/goretex, i think a water RESISTANT top is the better way to go; its about warmth, not so much wetness, and something that will let you breath a lot in anything but a downpour is better than goretex...
Gill Adrenaline - on sale at Performance for $129. This is made of eVent fabric, which is supposedly like Goretex but more breathable. I don't know if that is true, but it is at least as good as Goretex. The jacket is cycling specific, has pit zips, waterproof zippers. I bought one few months ago and it works well - keeps me dry in the rain and seems to breathe well, good venting with the pit zips. At $129, if you find a 20% off performance coupon, plus a 10% Team Performance rebate, you can get the jacket for less than $100, which is a good deal.

and
http://www.sierratradingpost.com/ are great places to look.
sierra trading post has a 'return it anytime, even if you've worn it for eleventeen years' policy. (the giy who started the company is a born-again christian, who was 'called' to sell affordable sporty stuff. i'm not even kidding).

The Filson stuff looks damn tough, but do you have any sourcing on this goretex cancer claim? Never heard it even as a rumor before. A quick google shows only the most tenuous of connections.
I have yet to find water proof shoe covers. I have used alot of them and most of them are too short (water ends up running down my leg into my shoe). Any suggestions?
I just ordered a pair of these: http://www.postaluniform.com/index.asp?PageAction=VIEWPROD&ProdID=119
Run the pants over the overshoes and that should prevent the running down the leg issue.. I've road in the 17" construction Tingley's and its doable but odd, sort of like having suspension in the pedals, but those things where so damn heavy I only broke them out in crazy snowstorms. We'll have to see how the 10" consumer grade ones work out, at $16 its worth a shot...
