I pulled this from my neighbors trash. I believe it is early 80's. My question is it worth fixing up or should I put it right back in the neighbors trash?

personally, id keep it as an ornament. dont even bother fixing it up

About the bike - if you can get a used chain cheap, slap it on there and fix the flats. It's always good to have a beater bike around.
