wow...i never thought this could make for such interesting debate. my buddy thanks everyone for the "advice"...the most valuable of which was names of lawyers he has contacted. we're hoping that since he really does have no assets, this thing will quickly go away. if nothing else, i think we recruited another member for bikeforums. Thanks!

So it turns out my friend had renters insurance...which includes a certain amount of liability insurance. He called his insurance person and told her about the letter. She has taken over communication with the victim's attorney and evrything will hopefully work itself out.
