Are there certain requirements in order to ride at a velodrome? I just built up a new track bike and I'm wondering if everything has to be 'NJS' certified in order to ride there.

Good question. One must be at least this tall to ride the velodrome. :p (Forgive me for the roller coaster humour.)
Seriously, each velodrome, has different requirements, most are not too strict for beginners, except for bikes, which require a track frame w/ horozontal dropouts and no brakes/quick release wheels. Most tracks have bikes you can rent. Do a search, lots more info online. I'm a newbie (cat 5) as well, and It's the best, you will love it!!!
Basic is no brakes , no loose gear(tape,straps, etc) check all gear before riding. if using tubulars check the glue. that is it!
Some allow or is mandatory to take a beginner's class to ride , proof of prior racing or knowledge of the track.

If you're talking T-town, LPR, you can ride any bicycle you care to during open track time - road bike, bmx bike, mountain bike, etc.
For USCF training time and racing, see the tips given above. The other piece of equipment you'll need for those is a racing license (you can purchase a one-day at a race to try it out).
