Hmm.... 700mhz Celeron, 64mb RAM, 13.3 active screen... I wouldn't pay more than $200-300 for one. You can find laptops with similar specs for about that price and might even be able to pick up an IBM, Sony or Toshiba which tends to be more reliable :). Although those Acer Ferrari laptops in the Charro-Rosso Red were very, very nice. And now in carbon-fibre for the new Ferrari models... wow... :)
I wouldn't buy it at all. Minimum memory requirements for virtully all current programs exceed 64MB. You'll be wasting your money unless you have a very limited purpose in mind for it.

Acer doesn't have high reliability numbers. Acer help numbers aren't good either. So, $50.

Hey, TG... Those Kiwi's really get a bend on when you refer to them as "Austrailain". Rember how Zub-Zub got all testy?
I don't understand this, people from Nova Scotia don't get all pissy when they are called Canadian :)

I think it's more like calling a canadian an american.
Yeah that laptop is pretty low spec. If the battery is still holding full capacity, and the thing runs like new, maybe $300usd. otherwise about $200.
A while back I got a dell c610 for $200....that's a 750mhz PIII, 512mb ram, 20gb hard drive, built-in 802.11b wireless, and a cd-rw/dvd-rom combo drive. For a few bucks I upgraded it to 1gb ram, and a 40gb hard drive. It's a pretty nice laptop for lugging around the house, as well as reading online while trying to get to sleep!
get an ibm.. the dorks like them.

Wow seriously you would pay that much in american for that? That surprises me. You can find new ones with more of everything in the 5 to 700$ range now.

Yep. Reason is: batteries and displays.
Displays go bad over time, and cost BANK to replace, and the batteries are not cheap either. One laptop I have has a battery that is nearly $140 by itself to replace. GIven it's a battery for a 2.8lb ultralight...but the laptop is almost 8 years old.
Displays can easily go for $200+ new.
Plus laptops are rarely used for games, and in many cases more speed means less battery life. My c610 gets about 4 hours off of a battery...8hrs if I yank out the optical drive bay and drop a second battery in there. I use mine for portability and such...games...well it can play morrowind, and that's good enough for me :D
Yeah, I own 3 laptops...Dell LS (my ultralight linux machine), Dell CPXj650gt (my project system...), and my dell c610 (my main laptop). Total price payed for all of them before upgrades was about $600. I dropped about $250 in ram and misc upgrades on all of them.
CPU power is irrelevant with how powerful even obsoloete processors are anymore...RAM is where most computers choke up anyways....512mb is a good baseline, 1gb is my personall reccomendation. a 400mhz mobile P2 is plenty strong for any non-gaming purpose...that's what my LS has in it.

Don't buy a used one from Dell...their refurb process is garbage.
All three of these were pretty decent. The LS gave me zero problems at all.
The c610 wan't too bad either, the hard drive was having problems, but that laptop was powered on non-stop for nearly 4 years.
the CPX had a fan problem and a worn out keyboard, but what do you expect for a notebook from 98?
IBM is not bad either...I found they are a bit overpriced, but you do get a solid machine. My first laptop was a IBM THinkpad 360Cpe. I got it with a bunch of PC-cards and an external cd-rom for $200 back in high school. It was a rather ancient device, but it actually performed quite well as a gateway server for sharing the dial-up connection we had at the time.

They aren't too hard to figure out. Basically they are just desktop PCs with the display, keyboard, and pointing device build in (either touchpad or trackpoint (trackpoint is that eraser nub looking thing inside some keyboards)).
The internals are different, namely smaller to fit inside there, as well as runs of lower voltage and wattage requirements to prolong battery life.
Also, there are only a handful of manufacturers for laptops. You would be amazed what brands are actually identical electronically...only differences are the names on them and the outer bodies of the machines (read: cosmetics :) ).
Only tough thing is pricing one. In general the display makes the most difference. Like for me, I can accept 1024x768 minimum on my notebooks despite preferring 1280x1024 (what my desktop runs, my c610 runs 1400xsomething)...but my LS only does 800x600....so that poor thing probably won't sell very well since man+dog are used to 1024x768 anymore,

Laptops take a lot more abuse than their bigger desktop cousins. So I like the machines with metal cases rather than plastic (Apples uses the magnesium case as part of the heatsink). Sturdy keyboards are important as they do tend to get spilled on every once in a while. The nicer laptops have a membrane underneath to protect the innards. Active TFT screens makes a huge difference in display quality. Li-ion batteries last longer and weigh less than NiMH, but tend to cost about twice as much for the same capacity. All this adds up to more of the package pricing than just the CPU specs.
That Acer the OP mentioned would be fine for running Win98/Me and the basic Office suite. :) But for $200-300, you'd really want to get a nicer design like IBM or Sony, much better reliability in the long run.

Breakdown:
celeron 700mhz processor: celeron is intel's name for their "value" processors. They are mhz for mhz lower performance than the "performance" cpu they are based off of, in this case a 700mhz p3
13.3" TFT XGA display: this is a 13.3" viewable area display (TFTs are always done as viewable area), and XGA means it can do 1024x768 native. VGA is 640x480, and SVGA is 800x600...xga, sxga, uxga are all standards for dispaly resolutions...although nobody really cares about the name, everyone just asks for teh resolution desired.
2x ATI rage mobility M1 graphics accelerator: this is your "video card"...it's built into a system board that uses an agp 2x bus going to this card (read up on agp for a better explanation, otherwise this post would go on for hours). The chipset of the card is a an ATI (the maker), Rage (the "card" type), model M1. My CPX uses this...it's a decent chip for non-3d-gaming purposes.
I thought this thing was a bit better than it is...make it around $200-220. It's only real saving grace is teh 10gb hard drive, which was rather big considing that most laptops of that age had 6gb drives.
