My Specialized Sirrus came with some (literally) no-name hubs that have these dust seals that seem to drag and rub on the sides of the hubs. They just don't appear to be designed well. My thought was just to leave them off, as they're obviously not structural, but I though if the actually do something useful I might as well let them drag a bit. What do you think?

I'm not sure if a dust seal would actually do something useful other than being a dust seal for your hubs. :)

do some instrumented double-blind testing with the seals on and off to actually quantify the exact amount of speed you lose from those seals. With that number, you might have a more valid reason for leaving them out. Then add the cost and time to replace the bearings, but that would require another study to find out what the difference there is in longevity of the bearings with and without seals.

Most likely you've got Suzue hubs. :)
