It's a Bianchi Reparto Corse with Bianchi Carbon Cross fork.

Is this way heavy??

What's an acceptable weight for a steel CX frame?

Seems a little on the heavy side, considering that it has a carbon fork. I'm not sure, though. I suspect my poprad comes in close to that. I used to have a ritchey cross bike and it was definitely a bit lighter, even though it was also steel.

My Surly CrossCheck frame is steel, with a steel fork, and weighs around 6.5lbs. It's a very small size, though, and the bigger sizes can run a pound more. My complete bike is a shade over 20#. Not too bad, but certainly heavier than my road bike.
