What' up with the general discussion forum?

Everytime I try to reply to a messge I am told that the forum is not accepting replies.

I know of someone who is trying to register, and she has been unsuccessful. When I clicked the link in the message above to go to registration, it says that registration has been disabled.

Can you help?
