Recently I bought a frame and fork for a beater project. However, I have no idea whether it takes 27" or 700c, and what the seatpost size would be. Should I leave this up to the bike shop or can I take these measurements with a tailor's measure?

I have no idea what brand bike this is. The paint was stripped and primered over before I bought it.
