I tried reading the links to UCI regs concerning CX bikes here in the forum. I'm not sure how up to date they were, but I didn't see anything mentioning the legality of bullhorn handlebars. I've heard barends on flat bars are currently illegal though. What's the status of bullhorn handlebars?

I doubt it, but I'm not sure. Maybe the "mass start event" rule also applies to cyclocross?
I tried bullhorns on a mountain bike once, and didn't like it at all. Every bump felt like it was going to throw you over the handlebars.

On the stem. Try it they'll fit.
